Purpose of job:
Provide British Council Zambia with the business support services needed to ensure an efficient, secure and appropriately controlled financial and working environment.
Accountabilities, Responsibilities and Main duties:
Post holder will be accountable to the Head of Finance and Resources for the successful running of key elements of finances and resources within the British Council Zambia Directorate. He/She will be responsible for managing key financial, HR, IT and premises tasks in the Zambia directorate. The role may include line management of one or more finance officers.Specific duties:
Management of Operations – Contribute to the effective management of the operation of the Zambia directorate – finances and premises – including significant support to the Zambia exams business
Cash Management – Manage cash flow and maintain accurate cash flow forecasts and ensure office holdings, cash handling and banking comply with Approval Limits and Essential Finance standards including security standards.
Financial Compliance and Control – Manage the business-as-usual banking process. Monitor and advise colleagues to ensure that criteria with FCCF are fully compliant; this includes bank mandates, bank reconciliation’s and balance sheet accounts. Monitor those responsible for clearing outstanding balances. Help to maintain office accounting systems.  All financial and related systems maintained to the standards of Essential Finance and other key regulations in collaboration with Head Finance and Resources, Country Director, and the Regional Decision Support team.  Approval limits kept up to date and all year end returns submitted according to regional timetable. Ensure all transactions are processed correctly and on time.
Budget Management, Planning and Forecasting – Participate in the effective budget management of the directorate by providing Head Finance and Resources and Country Director with necessary reports and information regarding performance according to corporate monthly timelines and as requested.
Monthly Returns – In liaison with Head Finance and Resources, prepare the monthly FCCF return and run management pack reports on a monthly basis and prepare the quarterly RISK return.
Training – Assist in delivering finance training within the office, across teams.
Environmental Framework Tool – As an EFT Focal Point, for the Zambia directorate, ensure all staff are trained and the country action plan is prepared, reviewed, signed off and acted upon as required.
Procurement – Oversee procurement exercises and supplier negotiations/relations undertaken by Finance and Resources Office.
Facilities – Oversee management and maintenance of the British Council estate, as managed by the Finance and Resources Officer.
Staff Welfare – Oversee key business including business continuity, emergency procedures, staff and next of kin lists and health and safety.
IT Elevated Use – Help local IT systems users by acting as their principal on-site point of advice, and assist GIS to diagnose the extent and nature of incidents.
Experience: Demonstrable previous experience of managing  multi-disciplinary tasks carrying out a mix of different functions or delivering different services,premises/ facilities as well as people management
Qualification:  Relevant degree
